I performed a hardening in two Listener services (Oracle 9.2.0.6.0). I placed a low privilege user, for example TNSUser (service is running under the account TNSUser and not as a local system), I gave the necessary permission to  all folders under parent folder Oracle and finally I gave the "Log on As A Service" right for the user .\TNSUser.  
 
The service is starting normally, no errors in the Security Event Logs. It must be noted that this server has two listeners, a dedicate listener (1521) and a MTS listener (1530).  
 
When I tried to connent to the listener 1521 then an "ORA-12500 TNS Listener failed to start a dedicated server process" error is occurred. When I tried to connect to the MTS listener then everything went fine, no errors.
 
I checked the security event logs but i did not find any error.  
 
Moreover, when i placed the .\TNSUser to the local Administrator group then this problem is eliminated.  
 
Any suggestions?

ora-12500 is generally followed by other error messages. Did you get them?
I'm no Windows expert but in Unix you can have the 12500 problem if listener executable  lsnrctl misses the setuid bit. Look at this site: http://www.orafaq.net/maillist/oracle-l/2004/08/24/1618.htm
 
Maybe the problem they talk about is also your problem.
