I am using the command "audit all by fred;"  to turn on auditing for that user.

Is there a query that I can run to see which users have been enabled for auditing?

There are a number of views starting with DBA_AUDIT% but I can't find one that contains the info I need.

Try dba_stmt_audit_opts. I'm not sure that's the view you are looking for but I think it is.
