I've done a rework of Niels Teusink's unwrap.py as a PL/SQL anonymous block, using Anton Scheffer's zlib decompression.

The only benefit over the Python unwrapper, or the one in Anton's other post, is that you don't need to install anything else.

PS. Like all the others, it doesn't handle 9i-era wrapping
